Development of legislative bases regulating the legal status of foreign citizens in pre-revolutionary Russia of the 18<sup>th</sup>–20<sup>th</sup> centuries

Objective: the research was conducted in order to analyze historical and legal events related genesis of legislative framework for regulating status foreign citizens pre-revolutionary period Russian Empire 18 th – 20 centuries. Methods: methodological basis work includes following methods: comparative legal, analysis, comparison, synthesis. The author also used specific scientific methods; while solving tasks, main processes history rulemaking field migration were studied analyzed. This approach allowed considering analyzing body acts centuries which regulated foreigners varying degrees. Results: during analysis nationals, it becomes obvious that our country has a good experience this sphere, could be fully today. In course research, convincingly proved with development state, rights changed. particular, by activating international relations at beginning century, authorities did not hinder as result occupied privileged position Russia, necessitated regulation their status.
